A staffing agency runs two sales processes at once. It sells candidates to clients, and it sells jobs to candidates. Software built for an in-house HR team covers only the second. That is why agencies end up with a different category of tool: an applicant tracking system (ATS) joined to a client CRM, and often to a back office that runs timesheets, payroll and invoicing.
This guide covers what staffing agency software needs to do, which well-known vendors serve agencies, and a checklist for running an evaluation. If you are still deciding whether to use an agency at all, start with agency vs in-house vs software instead.
Disclosure: Cohesyve publishes this guide. We sell a sourcing and assessment service, mentioned once below. We do not sell an ATS. Other vendors are described from their own public pages as of October 2026; check their sites for prices.
What is staffing agency software?
Staffing agency software is the system an agency uses to manage candidates, client companies, job orders, submissions and placements in one database. Most products combine an ATS with a CRM, and many add back-office tools for contract and temporary workers.
An in-house ATS tracks applicants for one employer's open roles. An ATS for staffing agencies has to track many clients, each with its own contacts, job orders, fee terms and hiring managers, and it has to show which candidate was submitted to which client and when. Ownership of a submission matters to an agency in a way it never does to an employer. The overview of staffing and recruitment agencies explains the business models behind these needs.
What features does a staffing agency need in its software?
An agency needs five layers: an ATS and CRM on one record, VMS and job-board integration, a back office for contract work, sourcing and outreach, and a way to check candidates' skills before submission. Which layers matter most depends on your desk mix.
| Layer | What it does | Who needs it most |
|---|---|---|
| ATS + CRM | Candidates, clients, contacts, job orders, submissions and placements on one record | Every agency |
| VMS integration | Pulls job orders from clients' vendor management systems and pushes submissions back | Agencies supplying large enterprises |
| Back office | Timesheets, payroll, billing and invoicing for workers on assignment | Temp and contract desks |
| Sourcing and outreach | Finds candidates beyond your database and contacts them in sequence | Permanent, specialist and search desks |
| Assessment | Checks skills before you submit, so the client sees evidence | Any desk where clients reject submissions on skills |
| Reporting | Fill rate, submission-to-interview, time to fill and margin by client and recruiter | Owners and branch managers |
Why does ATS and CRM on one record matter?
Because your best candidate source is your own database and your revenue comes from client relationships. When a candidate record and a client record live in separate tools, recruiters re-key data, miss that a candidate already applied, and lose track of who owns a submission.
What is a VMS and why do staffing agencies need to integrate with one?
A vendor management system (VMS) is software that client companies use to buy staffing services from outside suppliers. Typical features include order distribution, supplier management and consolidated billing. If your clients release job orders through a VMS, your recruiters either copy them into your ATS by hand or use an integration that does it for them.
Ask each vendor which VMS platforms it connects to, whether the connection is built by the vendor or a partner, and whether submissions and timesheets flow back as well as orders flowing in.
Does a staffing agency need back-office software?
Yes, if you place temporary or contract workers. You are usually the employer of record for those workers, so you need timesheets, payroll, client billing and margin reporting. Permanent-placement agencies invoice a fee once per hire and can often manage with accounting software alone.
Some platforms run the back office natively. Others integrate with a separate payroll or accounting system. Native is simpler to run; integration lets you keep a payroll provider you trust. Either can work, but test the hand-off from placement to first payroll during the trial.

Which staffing software suits a temp and contract agency?
Look first at platforms that handle timesheets, payroll and billing, natively or through integrations, such as Avionté, Tracker or Bullhorn's back office in North America, or at those with strong VMS connections such as Ceipal. A contract desk lives or dies on getting hours approved and invoiced, so weigh the back office above sourcing features.
Which recruitment agency software suits a permanent or executive search firm?
Look at tools that are strong on CRM, sourcing and client reporting, such as Loxo, Crelate, Recruit CRM or JobAdder. Permanent and search desks win on finding people who are not applying, presenting them well and keeping client relationships warm. Payroll matters less.
How should a staffing agency evaluate software?
Run a structured trial with a real job order, real users and a written scorecard. Demos show the best path through a product; a live order shows where your recruiters will get stuck.
| Step | What to do | What to look for |
|---|---|---|
| 1. Write down your desk mix | Share of temp, contract, permanent and search work | Tells you whether back office or sourcing is the priority |
| 2. List integrations you cannot lose | Job boards, VMS portals, payroll, email, calendar, LinkedIn | Which are native, which are partner-built, which cost extra |
| 3. Migrate a sample of data | Candidates, clients, notes, attachments, placement history | Duplicates, lost notes, broken ownership |
| 4. Run one live order end to end | Order in, source, screen, submit, interview, place, first timesheet or invoice | Number of clicks and re-keyed fields |
| 5. Test reporting | Fill rate, submission-to-interview ratio, margin by client | Can a branch manager build it without the vendor? |
| 6. Price the whole stack | Seats, add-ons, integrations, data migration, sourcing credits, payroll fees | Total annual cost, contract length, exit terms |
| 7. Check data and compliance | Where data is stored, data export, AI features and audit trails | Answers in writing |
What questions should you ask a staffing software vendor?
Ask questions that a demo cannot answer for you:
- Which VMS platforms do you integrate with, and who maintains each integration?
- Is payroll and billing native, or a partner integration, and in which countries?
- How do you handle submission ownership and duplicate candidates across clients?
- Can we export all our data, including notes and attachments, in a standard format if we leave?
- Which features cost extra beyond the per-seat price?
- What do your AI features do with candidate data, and can we switch them off per client?
- How long does a typical migration take, and who does the work?

How does sourcing and assessment fit into staffing agency software?
Sourcing tools fill your pipeline and assessment tools prove a candidate can do the job before you submit them. Many agency platforms include some sourcing, such as Chrome extensions and database search, but few include skills assessment, so most agencies add a separate tool.
On sourcing, the main choice is between searching your own database, buying contact data, and automated outreach sequences. Our guide to candidate sourcing and outreach automation covers the categories and deliverability basics.
On assessment, the argument for agencies is commercial. A client that receives candidates with evidence of their skills has more to go on when deciding whom to interview. For agencies filling many similar roles, such as customer service or warehouse work, see pre-employment assessments for high-volume hiring.
Cohesyve fits here as an add-on to your ATS. You give it a job description; it sources candidates, runs outreach, puts them through AI job simulations of the real work and returns a ranked shortlist you can review before submitting to the client. Pricing is a subscription from $199 a month billed annually, and a new account includes 10 free candidates, so you can try it on one live order before committing.
Do AI hiring laws apply to staffing agencies?
Often, yes. Laws on automated hiring tools usually cover the organisations that use them to screen or rank candidates, and agencies screen and rank candidates for clients every day. This is a plain-English explainer, not legal advice.
Two dates to plan around: the EU AI Act's obligations for AI used in recruitment apply from 2 December 2027, and Colorado's replacement AI law, SB 26-189, takes effect on 1 January 2027. If any tool in your stack scores, ranks or filters candidates, ask the vendor what documentation and audit support it provides. Our AI hiring laws guide covers each jurisdiction.
Frequently asked questions
What is the difference between staffing software and a normal ATS? A normal ATS tracks applicants for one employer. Staffing software tracks many client companies as well, with job orders, submissions, placements and, for contract work, timesheets and billing.
What is the best ATS for staffing agencies? There is no single best one. Contract-heavy agencies should favour platforms with native back office and VMS connections; permanent and search firms should favour CRM and sourcing strength. Shortlist two or three and run a live job order through each.
Do small recruitment agencies need an all-in-one platform? Not always. A small permanent-placement agency can run on an ATS and CRM plus accounting software. An all-in-one platform earns its cost once you run payroll for contractors or take orders through client VMS portals.
How much does staffing agency software cost? It varies by vendor, seats, modules and contract length, and many vendors quote on request. Check each vendor's site and price the full stack, including add-ons, integrations and migration, over a year.
Can staffing agency software replace sourcing tools? Partly. Many platforms include database search, job-board posting and a Chrome extension. Agencies that need to reach people who are not looking usually add a dedicated sourcing or outreach tool.
Should an agency assess candidates before submitting them? On roles where clients reject on skills, yes. Evidence of skill gives the client more to decide on. A short screening checklist is a lighter starting point if you are not ready for a formal assessment.
