Large employers rarely buy "recruiting software" as one product. They run an applicant tracking system that holds every requisition and candidate record, then connect tools around it for attracting, sourcing, screening and interviewing. The buying question is which system sits at the centre, and which layers earn a place next to it.
This guide covers the stack, the vendors in each layer at the level of their public positioning, and the security and compliance checks that decide most enterprise deals. Disclosure: Cohesyve publishes this guide and sells one layer of the stack. Prices for every vendor, ours aside, are on their own sites.
What is enterprise recruiting software?
Enterprise recruiting software is the set of systems a large organisation uses to run hiring across many teams, locations and countries, with the access controls, audit trails and integrations that scale requires. At its core is an enterprise ATS; around it sit a candidate CRM, sourcing tools, assessments, scheduling and interview intelligence.
Enterprise tools are built for harder operating conditions: thousands of users with different permissions, requisition approvals tied to headcount plans, data residency and retention rules, single sign-on, and hiring laws that differ by jurisdiction.
What does an enterprise recruiting stack include?
Most enterprise stacks have five layers. You do not need all five from day one.
| Layer | What it does | Example vendors (public positioning) |
|---|---|---|
| ATS (system of record) | Requisitions, applications, workflow, offers, reporting | Workday Recruiting, SAP SuccessFactors Recruiting with SmartRecruiters, Oracle Recruiting, iCIMS, Greenhouse |
| Candidate CRM and career site | Talent pools, nurture campaigns, events, career site personalisation | iCIMS Engage, Phenom, Beamery, Gem, SmartRecruiters CRM |
| Sourcing and talent intelligence | Finding and matching people, internal mobility, skills data | LinkedIn Recruiter, Eightfold, Gem, Beamery |
| Assessment and screening | Testing whether candidates can do the work, ranking applicants | SHL, HireVue, Harver, Codility, HackerRank, Cohesyve |
| Interview intelligence and scheduling | Recording and summarising interviews, scorecards, scheduling | Metaview, BrightHire (now part of Zoom), Greenhouse, Workday |
The layers overlap. Suites keep adding CRM and AI features, and CRM vendors keep adding applicant tracking. Judge each tool on the layer it does best.

Putting together a list of tools to try?
Cohesyve takes a job description, finds candidates, reaches out to them and runs an AI job simulation of the real work, then returns a ranked shortlist. Ten candidates free, no card.
What is the best enterprise ATS?
The best enterprise ATS is usually the one that integrates most cleanly with your HR system of record, provided recruiters will actually use it. For organisations on a major HCM suite, that often means the suite's own recruiting module; specialists win where recruiter experience or a mixed HR estate matters more.
| Enterprise ATS | Public positioning (Oct 2026) | Fits best when | Pricing |
|---|---|---|---|
| Workday Recruiting | Part of Workday HCM; recruiter productivity, candidate engagement, scheduling and internal mobility; AI agents; owns Paradox (conversational AI, acquired October 2025) | You run Workday HCM and want one employee record from applicant to employee | Check their site |
| SAP SuccessFactors Recruiting and SmartRecruiters | SAP completed its SmartRecruiters acquisition in September 2025; SmartRecruiters is being integrated with SuccessFactors and stays available with other HCM systems; Winston AI layer | You run SAP, or want a corporate-hiring ATS that can sit beside another HCM | Check their site |
| Oracle Recruiting | The recruiting module of Oracle Fusion Cloud HCM; check Oracle's site for its current AI features | You run Oracle Fusion HCM | Check their site |
| iCIMS | "Enterprise-grade" ATS (iCIMS Hire), CRM (iCIMS Engage) and an AI layer you can turn up, down or off | You want a specialist ATS and CRM from one vendor beside any HCM | Check their site |
| Greenhouse | Structured hiring; sourcing, interviewing and ATS in one place; governed AI; a modern-enterprise segment | Interview quality and structured scorecards are the priority | Check their site |
How to decide. Run the same three tasks with every shortlisted ATS: open a requisition through your real approval chain, move a candidate from application to offer, and pull a hiring report your executives already ask for. Count the clicks and the workarounds. Integration claims are easy to make; a working sync with your HR system is harder.
What is enterprise talent acquisition software beyond the ATS?
Enterprise talent acquisition software covers the tools that fill and qualify the pipeline before candidates reach a recruiter. These are the layers to add when the ATS is in place and a specific gap shows up in your data.
- Candidate CRM and career site. Phenom calls itself a talent intelligence platform with a talent CRM and intelligent career site. Beamery calls itself an AI platform for workforce transformation, lists a talent CRM among its products and integrates with Workday and SAP SuccessFactors. Buy this layer when you hire the same profiles repeatedly and keep losing silver-medal candidates.
- Sourcing. LinkedIn Recruiter connects to your ATS, CRM and email, and its Hiring Assistant add-on runs searches, reviews applicants against your criteria and drafts outreach; LinkedIn says it does not make autonomous hiring decisions. Gem combines sourcing, CRM and analytics, and lets enterprises keep their ATS and add its agents. Our guide to sourcing and outreach automation covers this layer in depth.
- Talent intelligence. Eightfold positions itself as a talent intelligence platform, with Talent Agents, and says its AI never decides: recruiters do.
- Assessment. The layer that tells you whether candidates can do the job. It has its own guide: enterprise pre-employment assessment platforms compares SHL, HireVue, Harver, iMocha, Mercer Mettl and Hogan on validation and adverse-impact evidence. For the video layer, see one-way video interviewing and our HireVue alternatives.
- Interview intelligence. Metaview takes notes, fills scorecards and drafts follow-ups automatically, with integrations for Greenhouse, Lever, Ashby, Gem and SmartRecruiters. BrightHire, another interview intelligence tool, is now part of Zoom's business services. These tools work best on top of a consistent interview scorecard.
What is the best AI recruiting software for enterprise?
The best AI recruiting software for an enterprise is the tool that removes a measured bottleneck and can show how it reached each recommendation. Treat AI as a feature of each layer and judge it there: AI in the ATS for workflow, in sourcing for matching, in assessment for screening, in interviews for notes.
Three questions separate the useful from the risky:
- Does the AI decide, or does it recommend? Several vendors, including LinkedIn and Eightfold, state publicly that a person makes the decision. Get that in the contract and in the product's settings.
- Can you switch it off by step and by country? iCIMS, for example, says its AI can be turned up, down or off. You will need that flexibility as different laws start to apply in different places.
- What evidence comes with it? Ask for bias audit results, documentation of what the model uses as inputs, and logs you can export.
Our overview of AI recruitment tools goes through each AI category with examples.
What security and procurement requirements apply to enterprise recruiting software?
Expect your security team to ask for independent assurance, a data processing agreement and identity integration before any contract is signed. Recruiting systems hold CVs, assessment results and often diversity data, so they get the same scrutiny as HR systems.
| Requirement | What to ask the vendor for |
|---|---|
| Independent security assurance | A SOC 2 report (Type 2 tests controls over a period, Type 1 at a single date) or an ISO/IEC 27001 certificate, with its scope |
| Data processing agreement | A written processor contract covering the points in GDPR Article 28: instructions, confidentiality, security, deletion or return at the end of the contract, audits |
| Sub-processors | The current list, and how you will be told of changes (GDPR requires prior authorisation and a chance to object) |
| Data residency and retention | Where candidate data is stored, and whether you can set retention periods by country |
| Identity and access | Single sign-on, automated user provisioning, role-based permissions down to requisition level |
| Integrations | Named, maintained connectors to your HR system and ATS, with who supports them |
| AI documentation | What each AI feature uses as inputs, bias audit results, and whether customer data trains shared models |
| Exit | Data export format and timescale when the contract ends |
Ask for these documents before demos. A vendor that cannot produce them quickly will slow your procurement later.
Which hiring laws affect enterprise recruiting software?
Any tool that screens, scores or ranks candidates can bring legal duties, depending on where you hire. This is a plain-English summary, not legal advice; our guide to AI hiring laws in 2026 covers each law in detail.
| Jurisdiction | What applies | When |
|---|---|---|
| New York City (Local Law 144) | Bias audit within one year before using an automated employment decision tool, a public summary of results, and candidate notice 10 business days before use | Enforced since 5 July 2023 |
| Colorado (SB 26-189) | Notice, explanation of adverse outcomes and human review rights for automated decisions | From 1 January 2027 |
| European Union (AI Act, Annex III) | AI used to recruit or select people is high-risk, with obligations for providers and deployers | From 2 December 2027 |
The practical consequence for buyers: put the vendor's bias audit, documentation and support for candidate notices into the contract, and make sure your stack can switch AI features off where a law requires a human route.
How do you run an enterprise recruiting software evaluation?
Run it in five stages, and test on live roles before signing a global agreement.
| Stage | What happens | Output |
|---|---|---|
| 1. Baseline | Pull time to hire, time to shortlist, source of hire and interview-to-offer rate per business unit | The gaps the software must close |
| 2. Requirements | Agree the layer you are buying, integration needs and the security pack with IT, legal and HR | A scored requirements list |
| 3. Shortlist | Three vendors per layer, chosen on fit with your HR system | Scripted demos on your own workflows |
| 4. Pilot | One high-volume role and one professional role, in one country, for a full hiring cycle | Data against the baseline |
| 5. Rollout | Phase by region, starting where legal requirements are clearest | A rollout plan with owners |
For the metrics behind stage 1 and stage 4, see recruitment analytics software.
Where does Cohesyve fit in an enterprise stack?
Cohesyve sits in the assessment and screening layer, beside your ATS. A team gives Cohesyve a job description; Cohesyve sources candidates, handles outreach, puts them through AI job simulations of the real work and returns a ranked shortlist. The Enterprise plan adds custom ATS and workflow integrations, a dedicated customer success manager and custom contracts, and every plan includes unlimited users. Pricing is a subscription from $199/month billed annually, and new accounts include 10 free candidates. If your gap is the time between a requisition opening and a shortlist your hiring managers trust, a pilot on one role will show whether it closes it.
Common questions
What is an enterprise ATS? An applicant tracking system built for large organisations: many users and permission levels, requisition approvals, multi-country compliance and integration with an HR system of record. Workday, SAP SuccessFactors, Oracle, iCIMS and Greenhouse all sell to this market.
Should we use our HCM suite's recruiting module or a specialist ATS? Start with the suite's module if your HR data already lives there, because integration is the hardest part to fix later. Choose a specialist if recruiters cannot work efficiently in the module, or if you run several HR systems after acquisitions.
How many tools does an enterprise recruiting stack need? As few as cover your measured gaps. Each extra tool adds an integration, a security review and a contract. Start with the ATS and add one layer at a time.
Is AI in recruiting software legal? Yes, with conditions that depend on location. New York City already requires bias audits and notice for automated employment decision tools, Colorado's rules start on 1 January 2027 and the EU AI Act's high-risk obligations start on 2 December 2027.
What should be in an enterprise recruiting software RFP? Your workflows as test scripts, integration requirements, the security pack (SOC 2 or ISO/IEC 27001, data processing agreement, sub-processors, SSO), AI documentation and bias audits, data export terms, and pricing on your real hiring volume.
Can a smaller TA team use enterprise recruiting software? It can, but setup and administration take time a small team may not have. Lighter tools with monthly billing and fewer integrations are usually a better first step.
