A small business usually starts hiring with an inbox and a spreadsheet. That works for the first few roles. It stops working when two jobs are open at once, applicants arrive from three job boards, and the manager cannot remember who was told what.
An applicant tracking system (ATS) fixes that by putting every applicant, message and note in one place. This guide explains what a small business needs from one, when a free plan is enough, and how the well-known options position themselves.
Disclosure: Cohesyve publishes this guide. Cohesyve is not an ATS, so it is not ranked here; it connects to more than 30 of them. Vendors are described from their own pricing pages as of October 2026. Check their sites for prices.
What is an applicant tracking system for a small business?
An applicant tracking system for a small business is software that posts your jobs, collects applications into one pipeline, and records every message, note and decision for each candidate. Small-business plans trade enterprise features such as complex approvals for quick setup, simple billing and low job limits.
In practice, a small business ATS replaces four things: the shared inbox, the spreadsheet, the calendar back-and-forth and the memory of who said what about whom.
What features does a small business ATS need?
A small business ATS needs job posting to multiple boards, a careers page, a visual pipeline, shared notes and scorecards, email templates and interview scheduling. Everything else is optional until you hire every month.
| Feature | Why it matters for a small team | Must-have or later |
|---|---|---|
| Multi-board job posting | One post reaches several job boards without retyping | Must-have |
| Careers page | Gives applicants a place to apply that is not your inbox | Must-have |
| Pipeline (stages per job) | Shows at a glance who is waiting on you | Must-have |
| Shared notes and scorecards | Lets a manager give feedback without a meeting | Must-have |
| Email templates and bulk replies | Every applicant hears back, including rejections | Must-have |
| Interview scheduling | Ends the calendar back-and-forth | Must-have |
| CV parsing | Fills candidate profiles automatically | Useful |
| Assessments or video interviews | Screens before you spend interview time | Later, often an add-on or a separate tool |
| Integrations (HR, payroll, assessments) | Moves a hire into onboarding without re-entry | Later |
| Advanced reporting | Matters once you track time-to-hire across many roles | Later |
Two limits catch small teams out. Active-job caps: many entry plans cap open jobs, so check the cap against your busiest month. Paid seats: if each hiring manager needs a licence, costs climb as soon as you add reviewers.

What is the best ATS for a small business?
The best ATS for a small business depends on how often you hire and whether you already run an HR system. The table below sets out how each well-known option describes itself.
| ATS | Free option | Billing | Small-business fit (vendor's own positioning) | Pricing |
|---|---|---|---|---|
| Zoho Recruit | Forever Free plan, 1 active job per recruiter licence; 15-day trial | Monthly or yearly | Free plan for "startups looking to hire their first teams"; after the trial the account drops to Free and keeps its data | Check their site |
| Breezy HR | Free Bootstrap plan, one active position at a time, unlimited users; 14-day trial, no card | Monthly or annual | Startup plan "for small teams hiring regularly" | Check their site |
| Workable | 15-day trial, no card; no free plan | Standard monthly or annual; higher plans annual | Priced by company size, from 1 to 1,000+ employees; texting, video interviews and assessments are add-ons on Standard | Check their site |
| BambooHR | Check their site | Month-to-month or longer term | An HR system with hiring in every plan; flat rate for 25 or fewer employees; job openings capped by plan | Check their site |
| JazzHR | Check their site | Monthly or yearly | Pitched at small businesses; standard pricing excludes organisations over 250 employees, staffing agencies and some others | Check their site |
| Manatal | 14-day trial, no card | Monthly or yearly | Professional plan "for individuals & small teams", up to 15 jobs, unlimited hiring managers | Check their site |
| Recruitee | Free trial, no card | Monthly or annual; one-year minimum contract | Start plan for early-stage teams, capped at 5 active jobs | Check their site |
| Teamtailor | None listed | Quote on request | Unlimited job postings and users included; "for companies of all sizes" | Check their site |
| Greenhouse | None listed | Customised pricing | Structured hiring; Core is its entry plan | Check their site |
Verdict. If you hire one role at a time, start on Zoho Recruit's or Breezy HR's free plan. If you hire every month and want a dedicated ATS, trial Workable, Breezy HR or Manatal on a live role. If you also need HR records and onboarding, look at BambooHR first. Greenhouse and Teamtailor publish no prices, so expect to request a quote before you can compare them.
Is a free ATS good enough for a small business?
A free ATS is good enough when you have one role open at a time and few people reviewing candidates. Free plans usually cap active jobs, as Zoho Recruit's and Breezy HR's do, and hold back automation and integrations.
Signs you have outgrown a free plan:
- You close one role early so you can open another.
- Managers ask you to forward CVs because they cannot see the pipeline.
- You need to connect an assessment, HR or payroll tool and the free plan does not allow it.
- Applicants stop hearing back because there is no automated reply.
How much does an ATS cost for a small business?
ATS pricing for small businesses follows one of three models: a flat monthly plan by tier, a price per employee, or a custom quote. Vendors change prices often, so check each pricing page and ask for the total annual cost in writing.
| Pricing model | Who uses it (examples) | What to check |
|---|---|---|
| Tiered plans, monthly or annual | Workable, Breezy HR, JazzHR, Recruitee | Active-job cap per tier; whether monthly billing still needs a one-year contract |
| Per employee, with a small-company flat rate | BambooHR | Cost as headcount grows, not only today |
| Custom quote | Greenhouse, Teamtailor | Implementation fees and contract length |
Add-ons are where quotes grow. Texting, video interviews, assessments and AI features are often sold separately. Our skills assessment pricing guide covers the costs that tend to be left off quotes.
How do you choose an ATS for a small business?
Choose by running one real role through a trial and scoring each ATS on the same checklist. A demo shows you the vendor's best case; a live role shows you yours.
- Count your hiring. How many roles did you open last year, and how many at once at the peak? That sets the job cap you need.
- List the reviewers. Who reads CVs and who interviews? Ask whether each needs a paid seat.
- Check the job boards. Confirm the ATS posts to the boards your applicants actually use, in your country.
- Test candidate experience. Apply to your own job on a phone. If it takes long, applicants will leave.
- Check integrations. Your HR or payroll system, calendar and any assessment tool you use or plan to use.
- Check AI features against local law. If the ATS ranks or filters applicants automatically, some places regulate that. New York City's Local Law 144 has required a bias audit and candidate notice for automated employment decision tools since July 2023. Our AI hiring laws guide covers other places. This is a plain-English summary, not legal advice.
- Read the contract terms. Minimum contract length, notice period and how you export your data if you leave.
- Measure the trial. After one role, did you reply to every applicant, and did the manager review candidates without chasing?
Use the same interview scorecard for every candidate during the trial so you compare the ATS, not your interviewers. For the order of steps once an ATS is in place, our structured interview guide helps.
Does a small business need an ATS?
A small business needs an ATS once it has more than one role open at a time, or applicants from more than one source. Below that, a shared inbox and a spreadsheet work, as long as every applicant gets a reply.
The cost of not having one is usually silent: slow replies lose good applicants to faster employers, and feedback scattered across emails makes decisions harder to explain. Our guide to reducing time to hire shows where the days go.
What does an ATS not do?
An ATS organises applicants; it does not tell you who can do the job. Most collect CVs and answers to screening questions, then leave the comparison to you.
That is where a screening tool sits alongside it. Cohesyve, which publishes this guide, takes a job description, sources and contacts candidates, puts them through AI job simulations of the real work and returns a ranked shortlist. It connects to more than 30 ATSs, including Workable, BambooHR, JazzHR, Breezy HR, Zoho Recruit and Greenhouse, so candidates and results sit in the ATS you already use. It is a subscription from $199 a month billed annually, and a new account includes 10 free candidates. For other screening options sized for small teams, see pre-employment assessment tools for small business, and for the wider stack, recruitment software for small businesses.
Common questions
What is the easiest ATS for a small business to set up? The ones you can start on your own, without requesting a quote: Zoho Recruit and Breezy HR (free plans), and Workable, Manatal and Recruitee (no-card trials). Set up one job and apply to it yourself before committing.
Can I use my HR system as an ATS? Often, yes. BambooHR includes hiring in all of its plans, with a cap on open job postings. Check the cap against your busiest month.
Should a small business sign an annual ATS contract? Only after a live role on a trial. Some vendors bill monthly but still require a one-year minimum, as Recruitee states, so read the terms.
Do small business ATSs include assessments? Some offer them as add-ons, as Workable does on its Standard plan. Others integrate with separate assessment tools; check the integrations list before you buy.
What happens to my data if I switch ATS? Ask each vendor how you export candidates, notes and files, and in what format. Zoho Recruit, for example, keeps your data when a trial ends and the account moves to its Free plan.
Is Cohesyve an ATS? No. Cohesyve finds and screens candidates and returns a ranked shortlist, and connects to more than 30 ATSs so the results appear in the one you already use.
