What is human resource management (HRM)?

Human resource management (HRM) is the set of activities through which an organisation recruits, manages, develops, rewards and retains its people so that they can deliver the organisation’s goals.

What is human resource management (HRM)?

HRM covers the whole employee life cycle. The core functions are workforce planning, recruitment and selection, onboarding, performance management, learning and development, reward (pay and benefits), employee relations (policies, grievances, discipline), health, safety and wellbeing, compliance with employment law, and the HR data and systems that support all of these.

The CIPD, the UK professional body for HR, distinguishes strategic HRM: a framework for linking people management and development practices to long-term business goals, so that the organisation hires, manages and develops people in a way that supports where it is going. In practice that means HR decisions, such as which roles to hire, how to structure teams or what skills to build, start from the business plan rather than from last year’s HR calendar.

How HRM is organised depends on size. A small company might have one HR generalist who covers everything, often with outsourced payroll or a PEO. Larger organisations commonly split HR into business partners who work with leadership teams, centres of expertise in areas such as reward or talent, and a shared service team for transactional work.

Recruitment is usually the part of HRM with the most visible impact, because selection decisions shape everything that follows. Where hiring volume is high, it is often run as a separate talent acquisition function within or alongside HR.

Also called: HRM, HR management, personnel management, strategic HRM.

Example

A 150-person manufacturer’s HR team of three covers recruitment, onboarding, payroll liaison, policies and employee relations. When the business plans a second site, the HR manager builds a workforce plan for it, sets the hiring timeline and designs a training programme for the new supervisors.
